Bit lazy to write up a whole paragraph about what USNCO is so here's a pretty good explanation on Reddit that sums up what it is.

Even though I'm a current junior, this is the first year I'll be doing USNCO and I really want to qualify for Study Camp. This section on this website contains a lot of information I was too lazy to write in my notebook but still interested in keeping somehow.
